Salmon River school board appoints acting superintendent
The former superintendent was placed on leave after the district made national headlines for placing students in “inhumane” wooden boxes.
The school board for the Salmon River Central School District has appointed Dale Breault, the superintendent of the Franklin-Essex-Hamilton BOCES, to serve as acting superintendent, effective immediately. The appointment comes after the board issued a vote of “no confidence” in the former superintendent, Dr. Stanley Harper, for the use of wooden boxes, which were allegedly being used as “calming stations” in district schools for students with special needs. In a post on social media, the district claimed that the devices were never used after images of the boxes began to circulate online. Harper was assigned to “home duties” while a law firm investigates, according to the school board. The director of special education for the Salmon River Central School District has also been placed on leave, as well as the principal and an elementary school teacher at the St. Regis Mohawk School. As part of their statutory duties as representatives of the New York State Education Department, a BOCES district superintendent may assume the role of superintendent in any component district in the event of an absence or vacancy. The board voted to appoint Breault during a meeting on Tuesday. He will serve as superintendent until the board names an interim leader. The investigation, which began on Dec. 18, is being led by the Franklin-Essex-Hamilton BOCES. It’s unclear how long it will remain active. The New York State Board of Education is also investigating the allegations.
