CLEVELAND, Ohio (WOIO) -Today, Ohio State Representative Melanie Miller (R-Ashland) announced proposed legislation that would require schools to show a biological process of life video.
House Bill 485, known as the Baby Olivia Act is being introduced in Columbus this legislative session.
“The video would feature detailed animation or ultrasound imagery showcasing the early stages of human development in the womb,” Miller said in a news conference.
One such video already being used in some states is titled “Meet Baby Olivia,” and it shows the process of feralization and the development of an embryo.
The video shows an animated sperm fertilizing an egg cell and the narrator states, “This is the moment life begins.”
That statement is where the debate will rage.
At the news conference, David Mahan, policy executive director of Center for Christian Values, sited a University of Chicago study tjay surveyed 5,500 biologists from around the world, in which 95% said life begins at insemination.
“There’s no question here. If the controversy is that life begins at conception, I think we can move beyond that,” said Mahan.
The bill wants the video shown every year from third through senior year in high school, but would allow parents to opt their child out after being notified the video is going to be shown.
The bill is seeking the first showing of the video in the 2026-27 school year.

Similar laws have already been passed in six states; Idaho, Kansas, North Dakota, Tennessee, Iowa and Indiana.
20 other states are looking to pass legislation in the next year.
