New Jersey Approves $244M for College Campus Upgrades and Safety Improvements

New Jersey is moving forward with a $244 million investment in higher education to repair, modernize, and secure college and university campuses across the state.

The funding will support 92 infrastructure projects across 23 public colleges and universities. The projects include long-delayed maintenance requirements for heavily used facilities.

State officials say the investment is designed to expand campus safety, improve accessibility, and modernize learning environments as colleges face increasing infrastructure challenges.

The awards were issued through two revolving bond programs from the Office of the Secretary of Higher Education. Roughly $109 million was allocated through the Higher Education Capital Improvement Fund, which held open applications until October, while another $135 million will flow through the Higher Education Facilities Trust Fund.

Funding is contingent on the issuance of state bonds.

Projects approved for funding cover a wide range of campus needs. Colleges will carry out structural repairs required by the state to meet safety and building code standards, replace aging fire alarm systems, and install emergency power generators. Campuses will also improve accessibility for students with disabilities and replace outdated HVAC systems, boilers, and chillers to improve energy efficiency.

In addition to safety upgrades, many colleges and universities will renovate aging classrooms, laboratories, and libraries into updated, technology-equipped spaces.

A portion of the funding is reserved for deferred maintenance projects at New Jersey City University, with some awards still in progress.

State leaders say the investment builds on earlier capital funding and reflects a broader effort to keep New Jersey’s colleges competitive, safe, and prepared for the future of education. Nearly $400 million was awarded for higher education capital projects in 2023, signaling continued state support for campus infrastructure. New colleges and universities continue to rank among the best in the nation.

Officials argue that modernizing institutions across the state is not just essential for student success, but paramount for attracting talent, innovation, and strengthening the long-term economy of New Jersey.
