FARGO, N.D. (Valley News Live) – Exit interviews from multiple Fargo city departments reveal a troubling pattern of employee complaints, with the communications department drawing the harshest criticism before its top leaders stepped down in August.
A Valley News Live investigation found that employees consistently described management as “intense,” “rude,” “demeaning” and “manipulative” in their departure interviews. The same concerns appeared repeatedly: toxic work environment, poor leadership, negativity, fear and poor communication.
Former Chief Communications Officer Gregg Schildberger was named more frequently than any other official in the exit interviews. He stepped down just before a third-party investigation was released publicly in late August.
High turnover raises concerns
The exit interviews showed employees were leaving the communications department “in concerning numbers after very short windows of employment,” according to the investigation findings that aligned with the third-party report.
Beyond the communications team, similar troubling comments emerged about leadership at Fargo Cass Public Health, suggesting management issues extended beyond a single department.
Mixed results across city departments
Not all departments faced the same criticism. Exit interviews from other areas, including Fargo Fire, were largely positive, though nearly all cited pay as the primary concern for departing employees.
The police department showed markedly different results, with exit interviews that were “overwhelmingly positive” and praised leadership, according to the investigation.
The formal complaint that triggered the communications department investigation led to the departure of the department’s top leaders and highlighted broader concerns about workplace culture in city government.
